Noah Berke is a planning and land use expert with 18 years of experience guiding communities, public agencies, and private clients through complex regulatory, development, and entitlement processes. As the founder of Berke Planning & Land Use Services, he brings a rare combination of municipal insight, technical expertise, and strategic leadership to help clients navigate zoning, permitting, and long‑range planning with clarity and confidence.

 

Before launching his consulting practice, Noah served as the Planning Practice Lead for Wilson & Company’s Southwest Region, where he directed multidisciplinary teams and delivered more than $1.5 million in planning projects annually. His portfolio spans comprehensive plans, zoning code updates, infrastructure and transportation master plans, feasibility studies, and redevelopment strategies across New Mexico, Texas, Colorado, and beyond. He has authored zoning codes and overlays, led major public engagement efforts, and provided expert witness testimony in planning and zoning cases.

 

Noah previously spent over a decade with the City of Santa Fe’s Planning & Land Use Department, ultimately serving as Planning Manager and Assistant Director. In that role, he oversaw complex development reviews, drafted legislation and zoning regulations, managed division operations, and led initiatives ranging from Midtown Campus planning to modernization of the City’s development review systems. His municipal experience gives him a deep understanding of how agencies operate and how to help clients move projects forward efficiently and collaboratively.

 

Throughout his career, Noah has supported communities of all sizes through projects such as the Truth or Consequences Comprehensive Plan Update, the Los Alamos Pedestrian Master Plan, the Sunland Park Zoning Code Update, the Santa Teresa Strategic Infrastructure Master Plan, and multiple facility siting studies for the North Central Regional Transit District. His work consistently blends technical rigor, stakeholder engagement, and a practical understanding of implementation.

 

Noah is certified by the American Institute of Certified Planners (AICP) and is a Certified Floodplain Manager (CFM). He holds a Master of Community & Regional Planning from the University of New Mexico and a Bachelor of Science in Regional Development from the University of Arizona.

 

Today, Noah partners with clients across the Southwest to demystify land use regulations, streamline development pathways, and create planning solutions that are grounded, actionable, and aligned with community goals. His consulting practice is built on the belief that clear information and collaborative processes lead to better outcomes for property owners, agencies, and the communities they serve.

He earned his Master of Community and Regional Planning from the University of New Mexico, where he developed a strong foundation in the analytical, technical, and collaborative skills essential to effective planning and land use strategy. His graduate work included economics, planning theory, neighborhood planning, Geographic Information Systems, land use controls, and negotiations. This training strengthened his ability to interpret complex regulatory environments, evaluate development opportunities, and translate technical information into clear, actionable guidance for clients, communities, and project partners.

Minors: Business Administration and Psychology

He earned his Bachelor of Science in Regional Development from the University of Arizona, where he developed a strong interdisciplinary foundation in land use, economic geography, urban growth, and the social and behavioral factors that shape communities. His coursework spanned regional planning, population geography, cultural geography, environmental systems, and urban development, supported by minors in Business Administration and Psychology. This combination of spatial analysis, economic insight, and human‑centered study strengthened his ability to understand how places grow, how markets function, and how people interact with the built environment. His undergraduate training provided the analytical and practical grounding that informs his approach to planning, development strategy, and stakeholder engagement today.
